The Nominee Screen Widens From One Island to a Whole Province, and the Revenue Department Has Joined It

Surat Thani examined 25,864 registered companies province-wide, matching shared addresses and multi-company shareholders. The Revenue Department has opened its own nominee checks alongside it.

Deputy Interior Minister Worasit Liengprasit Reports a Province-Wide Screen of the Surat Thani Company Register #

Key takeaways

  • The register, not a sample: all 25,864 registered juristic persons in Surat Thani, up from an island-by-island approach.12
  • Two new indicators, not two offences: 5,486 entities share a registered address, 4,621 individuals hold shares across multiple companies; screening criteria, not findings.13
  • Revenue has entered the campaign: 110 entities examined, 12 concluded involving THB 7.538 million, 98 continuing.13
  • Better-than-Freehold™ takeaway: no foreign shareholding ratio, no shared address with hundreds of other filings, no pattern for this screen to find.

What Did the 25 August Report Actually Cover? #

What Did the Provincial Register Screen Find? #

Matichon reports Surat Thani's full register, 25,864 juristic persons, run through the screen, with 11,721 carrying foreign shareholders and 9,281 above 49 per cent foreign shareholding.123 Neither figure counts offenders. Foreign majority ownership is lawful outside FBA-reserved businesses, and under BOI or Treaty of Amity; land is the separate constraint, since a company over the limit may not hold it.1

Koh Samui carries 12,906 entities, Koh Pha Ngan 5,009, both inside the total.12

Why Shared Addresses and Multi-Company Shareholders Are Indicators, Not Verdicts #

The screen adds two indicators: 5,486 entities sharing a registered address, and 4,621 individuals holding shares across multiple companies.13 Neither is wrongdoing alone. A registered office at a law firm or accountancy practice is ordinary business, which is why the count runs so high.

A shared address once sat quietly in a filing cabinet. It now triggers examination automatically, no complaint or raid needed.

What Carries Forward From Koh Pha Ngan Unchanged #

Nothing about the island cohort we reported on 23 August has moved.12 The 1,832 land-holding companies on Koh Pha Ngan already examined still produce 112 over the shareholding limit, 104 newly detected plus 8 court-ruled, 124 plots, 86 rai 3 ngan 42.4 square wah. Eight orders to sell nine plots, 28 before the governor, 76 compiled.

New is the frame: Koh Pha Ngan is one data point inside a 25,864-company screen, plus a Revenue enquiry the Land Office cohort never had.

What the Revenue Department and Labour Checks Add #

The Revenue Department has opened its own examinations, separate from the Land Office track behind the Koh Pha Ngan orders. Of 110 entities examined, 12 have concluded involving THB 7.538 million, 98 continuing.13 A finding here carries tax consequences regardless of the land outcome, and could feed AMLO's screening where laundering is suspected.

Labour authorities report 7,542 work permits, 4,101 on Koh Samui, 2,513 on Koh Pha Ngan; 104 workers and 46 employers prosecuted.12 Named agencies span the DBD register filed with the Ministry of Commerce, the Land Office, Revenue, provincial administration, labour and police.1

What This Means for Owners and for Buyers Weighing a Purchase #

An owner holding through a high-risk property-owning company should read these counts as structural, not incidental. Waiting for a letter is no longer passive; a planned divestment is the alternative, eight to sixteen weeks, expected to reduce to under four weeks as Better-than-Freehold™ grows.

A buyer weighing a purchase gets a cleaner test: a lease registered at the Land Office, held by a company sharing its address with no one else, does not fit this pattern.

The Better-than-Freehold™ Solution #

Compliance comes first. Thailand Investor Network, a 100% Thai-owned property holding and management company, holds legal title and grants a 30-year registered lease directly, leaving no shareholding ratio or shared address for a screen to catch.

Security follows. SPH Trustees, a Labuan FSA-regulated trust company, holds the lease and option rights through four registered instruments, enforced by Clear Blue Security Agents (CBSA) without court dependency.

Benefits complete the picture: financing to 50% LTV (expected Q1 2027), resale by assignment of trust interest, succession without Thai probate.

Expert Guidance #

Immediate Action Required #

Check whether your registered address or shareholding pattern would be caught by a data match, not whether it has ever attracted an inspector. Contact the Better-than-Freehold™ advisory team for a confidential compliance assessment.

Long-term Security Strategy #

Arrange a planned divestment on the eight-to-sixteen-week timeline before a province-wide match sets the schedule for you.

Conclusion #

Until now, the campaign meant islands and press conferences. Sorting 25,864 companies by address and shareholder overlap is different: it finds structures by shape, no complaint or raid required.
